Its there for me - I just checked a few moments before sending this response. You may want to check if you are logged in. I've noticed that if I'm simply browsing the forum without logging in, I cannot access the Off Topic section. When I am logged in (such as right now) I can see it. Probably a good thing that its hidden only to members that are logged in. I've noticed there have been far fewer of those spam posts there in recent months

I always have the "Log me in automatically" with each visit checked but from time to time for no particular reason, I won't be logged in. No big deal, just strange. And yes, Off Topic doesn't show up then.

Mine has been odd too. I get messages all the time that certain sites will "no longer support my browser" soon and to click here to upgrade. Sounds like an effort to force selling you something. I get a lot of "webpage not responding" and "a problem with the website caused it to open in a new tab" type messages. Along with "your browser is outdated. Update now for a better online experience". Reminds me of when over the air broadcast TV went away. If that wasn't a conspiracy to get people to buy cable and sattelite, I don't know what is.

By any chance did you clean up your browser cache? You may have dumped your cookies inadvertently and sites can use those to indicate your login status.
